This document is part of a series of notes meant to offer an overview of some key economic and social rights. It provides guidance to partners on how to use relevant human rights norms as well as an easy access to information about the OHCHR Syria Office, WHO, the Health Sector/Cluster and other UN agencies’ activities to address and respond to violations of these rights.
This note looks at the right to health under international human rights law (IHRL) and how it applies in the context of the armed conflict and crisis in Syria when international humanitarian law (IHL) is also applicable. It explains how the OHCHR Syria Office advocates for state policies that advance the realisation of this right and how the UN contributes to these broader goals.
OHCHR supports the Whole of Syria Strategic Steering Group, the Humanitarian Country Team and the Humanitarian Liaison Group efforts to address the right to health. Furthermore, it provides policy advice on the human rights approach to health to the Resident Coordinator/Humanitarian Coordinator, Regional Humanitarian Coordinator and the Deputy Regional Humanitarian Coordinator, WHO as the Cluster Lead Agency and the Health Sector/Cluster.
