Rev LLC will have another opportunity to argue that the US Department of Veterans Affairs improperly favored rival bidders in a $22.3 billion information technology services procurement, the Federal Circuit ruled Monday.
Rev protested at the US Court of Federal Claims after its bid was eliminated in the second phase of Transformation Twenty-One Total Technology Next Generation or T4NG. The claims court in March 2022 rejected Rev’s challenge to the VA’s review of its own bid, and dismissed for lack of standing the company’s challenges to the VA’s evaluation of rival companies’ bids.
